Spousal visa refusal

Question

Hello there my relative has been married to his wife for several years
She is in Ethiopian
They have 2 or 3 children
His a British citizen
The children are all British passport holders
The wife and children are in Ethiopia the husband is here in the uk
The husband is a recipiënt of universal credit and personal independence payment
He has applied applied for his wife to come to the uk to join him
Their application was de lined because the home office said he doesn’t earn enough .
Is the not consideration under the immigration law for him being on universal credit and personal independent payment that he would meet the income threshold even with 3 children as he is deemed disabled and receiving benefits . He wife is an English speaker and can work when she arrives to boost their income.
He has small savings
His application is currently in appeal . Why has it been rejected on financial grounds ? And what can you please suggest that they do . To help their appeal gain a favourable decision.thanks
